
The Residential State Supplement (RSS) Program provides cash payment to low-income, blind or disabled adults (18 and over) who need assistance with daily activities such as bathing, eating or dressing, but do not require the skilled nursing care provided in a nursing home. The cash payment supplements an individual’s personal resources, so that they can live in more home-like congregate settings.
There are four types of facilities where the RSS client can live. All homes are licensed by the Ohio Department of Health except for the Adult Foster Homes, which are certified by the Area Agency on Aging.
The RSS client may receive from $50 up to $451 (depending on sources of income) of their monthly income for spending money. The rest of the client's monthly income is combined with the RSS payment to equal the monthly rent of $774 for Adult Foster and Adult Family Homes or $877 for Adult Group Homes and Residential Care Facilities. Additionally, all RSS clients are eligible for a Medicaid card to pay for medical expenses.
Financial eligibility is based on the type of facility the individual applying for.
